I. Basic Introduction to the National Flag
The Norwegian national flag is called Norges flagg in Norwegian. It was officially adopted on July 13, 1821, and belongs to the Nordic cross flag tradition. The flag was designed by Fredrik Meltzer.
Design and Proportions: The flag features a dark blue Nordic cross outlined in white on a red field, with the vertical arm of the cross positioned toward the hoist. The official proportion of the rectangular civil flag is 8:11. The official colors are PMS 200 C red, PMS 281 C dark blue, and pure white.
Color Symbolism: The red and white colors originate from the Danish flag, reflecting Norway’s historical ties with Denmark. Blue represents Norway’s connection with the other Nordic countries. Together, the red, white, and blue symbolize freedom and independence, while the cross represents the Nordic Christian cultural tradition.
Main Flag Variants
Civil Flag: A rectangular red flag featuring a blue Nordic cross outlined in white. It has no swallowtail and may be used by private citizens, companies, and civilian organizations.
State and War Flag: A three-pointed swallowtail flag with an official proportion of 16:27. It is reserved for government institutions, the armed forces, and the Navy. Private use is prohibited.
Royal Standard: A red flag displaying Norway’s golden lion coat of arms holding an axe. It is reserved exclusively for the Norwegian Royal Family.
II. Main Uses
1. Civil Flag
Private citizens, households, companies, and civilian organizations may freely display the Civil Flag. It is commonly flown on Norwegian Independence Day, Constitution Day, and other national commemorative occasions, as well as at weddings and major family celebrations to express national pride.
Civilian merchant ships and privately owned vessels use it as an indication of Norwegian nationality.
The flag is widely displayed by the public on official flag-flying days. From March to October, it is generally raised at 8:00 a.m.; from November to February, it is raised at 9:00 a.m. It should be lowered at sunset and no later than 9:00 p.m. Private citizens may follow these customs voluntarily, as they are not mandatory for civilian use.
Private households may fly the flag at half-mast following the death of a family member.
2. State Swallowtail Flag
The State Swallowtail Flag is flown at Parliament, government buildings, courts, state institutions, embassies, consulates, and other official buildings.
It is also used on government-owned vessels and during state visits, major national ceremonies, and other official events. Private individuals and privately owned companies are not permitted to use the State Swallowtail Flag.
3. Swallow-Tailed War Flag
The Swallow-Tailed War Flag is used by the Norwegian Army and Navy, including on naval vessels, as an army standard and naval ensign.
It is also displayed during military parades, coastal defence exercises, and official military ceremonies.
4. Ceremonial and International Use
Following a major national disaster or the death of a senior member of the Royal Family, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. When taking down the flag, it must first be raised to the top before being fully lowered.
At the Olympic Games, international conferences, and other international events, the flag is displayed as the national symbol of Norway.
