I. Basic Introduction to the National Flag

The Finnish national flag is called Siniristilippu, meaning “Blue Cross Flag,” in Finnish. It was officially adopted as the national flag on May 29, 1918, and features the Nordic or Scandinavian cross design.

Design and Proportions: The flag consists of a dark blue Nordic cross on a white field, with the vertical arm positioned toward the hoist. Its official width-to-length ratio is 11:18, and both the horizontal and vertical arms of the cross are three units wide. The official shade of blue is PMS 294 C.

Color Symbolism: Blue symbolizes Finland’s thousands of lakes and vast skies, while white represents the snow that covers the country during its long winters. The Nordic cross reflects Finland’s historical and cultural connections with the other Nordic countries.

Main Variants

Civil Flag: A blue Nordic cross on a white field without the national coat of arms. It is the standard version used by private citizens, companies, and civilian organizations.

State Flag: Features Finland’s golden lion coat of arms at the intersection of the cross. It is reserved for official institutions and may not be used by private citizens.

Swallow-Tailed War Flag and Naval Flag: Features a three-pointed swallowtail and is used by the Finnish Defence Forces and Navy. Finland also has a separate presidential standard reserved for the President.

II. Main Uses

1. Civil Flag

Private citizens, households, companies, and civilian organizations may freely display the Civil Flag. It is commonly flown on national commemorative days, including Independence Day and Midsummer, as well as during family celebrations such as weddings and milestone birthdays.

Private and non-government vessels may use it as an indication of Finnish nationality.

The flag is widely displayed throughout Finland on official flag-flying days. It is generally raised at 8:00 a.m. and lowered at sunset, but no later than 9:00 p.m. On Independence Day, it may remain displayed until 8:00 p.m.

Private households may fly the flag at half-mast following the death of a family member.

2. State Flag

The State Flag is flown at government buildings, Parliament, courts, state universities, embassies, consulates, and other official state institutions.

It is also used on government-owned vessels and during official ceremonies, state visits, and major government events.

Important: Private individuals are not permitted to use the State Flag bearing the national coat of arms.

3. Swallow-Tailed War Flag

The swallow-tailed flag is used by the Finnish Army, Navy, and military vessels as a military standard and naval flag.

It is also displayed during military parades, coastal defence exercises, and official military ceremonies.

4. Ceremonial and Mourning Use

Following a major national disaster or the death of an important public figure, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. When ending the period of mourning, the flag must first be raised to the top before being fully lowered.

At international conferences and sporting events, the Finnish flag is displayed as the national symbol of Finland.

Additional Legal and Etiquette Requirements

Finnish law prohibits damaging or desecrating the national flag. Damaged or severely faded flags should be replaced promptly and must not continue to be displayed.
