Introduction to the National Flag of the Republic of Albania and Its Uses

I. Basic Introduction to the National Flag

The Albanian national flag is called Flamuri i Shqipërisë in Albanian. Albania is widely known as the “Land of the Eagles.” The double-headed eagle originates from the family coat of arms of Skanderbeg, the 15th-century Albanian national hero. The flag was officially adopted when Albania declared independence in 1912. A historically added five-pointed star was removed in 1992, and the current design specifications were established by law in 2002.

Design and Proportions: The flag features a black double-headed eagle centered on a deep red field. Its official width-to-length ratio is 5:7. The eagle’s height is three-fifths of the flag’s width, with its wings spread and its two heads facing in opposite directions.

Color Symbolism

Red: Symbolizes the blood shed in Albania’s struggle for independence and freedom, representing courage, resistance, and strength.

Black Double-Headed Eagle: Represents national sovereignty and the spirit of the Albanian people. It symbolizes vigilance and unity and has served as an emblem of Albanian identity for centuries.

Main Flag Variants

National Flag: The standard red flag featuring a black double-headed eagle without any additional design elements. It is used by both government institutions and the general public.

Presidential Standard: Based on the national flag with additional elements from the national coat of arms. It is reserved for the Presidential Residence and the President’s official travel.

Armed Forces Flags: Special military versions bearing additional military insignia. They are used at military bases and during official military ceremonies and are distinct from the standard national flag.

II. Main Uses

1. Mandatory Display by Official Institutions

The national flag must be displayed at the Presidential Residence, Parliament, government buildings, courts, local administrative offices, border posts, embassies, and consulates. Public schools also display the flag during the academic term.

It is used as a symbol of national sovereignty on Independence and Flag Day on November 28, as well as during state visits, official ceremonies, and elections.

Diplomatic and official government vehicles may display small national flags.

2. Civilian Use

Private citizens, companies, and social organizations may freely fly or display the national flag. It is widely displayed during major national holidays, while small tabletop flags may be used at weddings and other civilian celebrations.

Merchant ships and privately owned vessels may use it as an indication of Albanian nationality.

Private households may fly the flag at half-mast following the death of a family member.

3. Military Use

Military flags are displayed at army barracks and military bases, while Albanian naval vessels use the appropriate naval ensign. Military flags are also used during parades, exercises, and commemorative ceremonies. The standard national flag is not the same as a military flag.

4. Presidential Standard

The Presidential Standard is displayed at the Presidential Residence and on official vehicles and vessels used by the President. It represents the Albanian Head of State.

5. Ceremonial and International Use

Following a major national disaster or the death of an important public figure, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. Before taking down the flag, it must first be raised to the top and then fully lowered.

At the Olympic Games, international summits, diplomatic events, sporting competitions, and other international occasions, the Albanian flag is displayed as the national symbol of Albania.
