I. Basic Introduction to the National Flag

The Estonian national flag is called Eesti lipp in Estonian and is commonly known as Sinimustvalge, meaning “blue-black-white.” It was officially adopted as the national flag on November 21, 1918, and its legal status was restored following Estonia’s restoration of independence in 1991.

Design and Proportions: The rectangular flag consists of three equal horizontal stripes: blue at the top, black in the middle, and white at the bottom. II. Main Uses

1. Civil Flag

Merchant ships and privately owned vessels may use it as an indication of Estonian nationality.

Flag-Flying Customs: The flag is raised at sunrise, but not earlier than 7:00 a.m., and lowered at sunset. At Pikk Hermann Tower in Toompea Castle, Tallinn, the national flag is raised and lowered daily while an excerpt from the national anthem is played.

Private households may fly the flag at half-mast following the death of a family member.

2. Use by Official Institutions

The standard national flag is flown at Parliament, government buildings, courts, municipal buildings, border checkpoints, state schools and universities, embassies, consulates, and other official institutions. Schools are required to raise the flag on teaching days.

It is also displayed during state visits, national ceremonies, and major official gatherings.

3. Naval Ensign

The Naval Ensign is reserved for vessels of the Estonian Navy. It is used during maritime defence operations, naval parades, and official naval ceremonies. Private individuals and businesses are not permitted to use this swallow-tailed version.

4. Presidential Standard

The Presidential Standard is displayed at the Presidential Residence and on vehicles and vessels used exclusively by the President. It represents the Estonian Head of State.

5. Ceremonial and International Use

Following a major national disaster or the death of an important public figure, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. When taking down the flag, it must first be raised to the top before being fully lowered.

At the Olympic Games, international conferences, diplomatic events, and other international occasions, the Estonian flag is displayed as the national symbol of Estonia.
