I. Basic Introduction to the National Flag
The Croatian national flag is called Zastava Republike Hrvatske in Croatian and is also known as the Trobojnica, meaning “the Tricolor.” The current flag was officially established by law on December 21, 1990, and incorporated into the Constitution following Croatia’s independence in 1991. Its design belongs to the Pan-Slavic tricolor tradition.
Design and Proportions: The rectangular flag consists of three equal horizontal stripes: red at the top, white in the middle, and blue at the bottom. The complete Croatian coat of arms is positioned at the center of the flag. Its official width-to-length ratio is 1:2.
Color Symbolism
Red: Symbolizes the blood shed in Croatia’s struggle for independence and freedom, representing patriotic devotion and courage.
White: Symbolizes peace, security, and national unity.
Blue: Represents the Adriatic Sea and the sky, symbolizing freedom, dignity, and Croatia’s maritime identity.
The central element of the coat of arms is the famous red-and-white checkerboard shield, known as the šahovnica, which originates from the heraldry of medieval Croatian royalty. Above the shield are five smaller historical shields representing five regions associated with Croatia’s history and preserving the country’s centuries-old regional heritage.
Main Flag Variants
Official National Flag: The standard red-white-blue horizontal tricolor bearing the complete national coat of arms. It is used by government institutions and for diplomatic purposes.
Civil and Merchant Ensign: A plain red-white-blue tricolor without the national coat of arms. It may be used by merchant vessels and displayed by private citizens.
Presidential Standard: Features the Greater Coat of Arms on a dark blue field. It is reserved for the Presidential Residence and the President’s official travel.
Naval Ensign: Features a special naval emblem superimposed on the national tricolor. It is reserved exclusively for Croatian naval vessels, and private use is prohibited.
II. Main Uses
1. Mandatory Display by Official Institutions
The official national flag bearing the coat of arms is displayed at the Presidential Residence, Parliament, government buildings, courts, local administrative offices, border posts, embassies, and consulates. Public schools also display the flag during the academic term.
It is used as a symbol of national sovereignty on Independence Day and other national commemorative occasions, as well as during state visits, official ceremonies, and elections.
2. Civilian Use
Private citizens, companies, and social organizations may freely fly or display the national flag. It is widely displayed during major national holidays, while small tabletop flags may be used at weddings and other civilian celebrations.
Merchant ships use the tricolor merchant ensign without the national coat of arms as an indication of Croatian nationality.
Private households may fly the flag at half-mast following the death of a family member.
3. Military Use
Military flags are displayed at army barracks and military bases, while Croatian naval vessels use the official Naval Ensign. Military flags are also used during parades, exercises, and commemorative ceremonies.
4. Presidential Standard
The Presidential Standard is displayed at the Presidential Residence and on official vehicles and vessels used by the President. It represents the Croatian Head of State.
5. Ceremonial and International Use
Following a major national disaster or the death of an important public figure, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. Before taking down the flag, it must first be raised to the top and then fully lowered.
At the Olympic Games, international summits, diplomatic events, sporting competitions, and other international occasions, the Croatian flag is displayed as the national symbol of Croatia.
