I. Basic Introduction to the National Flag
The Belarusian national flag is called Сцяг Беларусі in Belarusian. The current flag was officially adopted following a national referendum in 1995. Protected under the Law on State Symbols, it is one of the principal symbols of Belarusian national sovereignty.
Design and Proportions: The rectangular flag has an official width-to-length ratio of 1:2. The upper red horizontal stripe occupies two-thirds of the flag’s height, while the lower green stripe occupies one-third. A vertical ornamental band appears along the hoist, featuring a traditional red Belarusian pattern on a white background. The band measures one-ninth of the flag’s total length. The official colors are Pantone 1795 C red and Pantone 355 C green. The standard flagpole is golden in color.
Symbolism of the Colors and Pattern
Red: Symbolizes the Belarusian people’s historical struggles, courage, and the honorable legacy of previous generations.
Green: Represents the country’s extensive forests, farmland, and natural landscape, symbolizing life, hope, and a prosperous future.
Red-and-White Ornamental Pattern: Derived from traditional Belarusian weaving and decorative arts, the pattern represents cultural heritage, abundant harvests, and national unity.
Main Flag Variants
Standard National Flag: The standard red-and-green horizontal bicolor with the traditional ornamental band. It is the basic version used by both government institutions and the general public.
Presidential Standard: Features the Belarusian national emblem superimposed at the center of the national flag. It is reserved for the Presidential Residence and the President’s official travel.
Armed Forces Flag: Based on the national flag with additional military insignia. It is used at military bases and during military parades and ceremonies.
II. Main Uses
1. Mandatory Display by Official Institutions
The national flag is displayed every working day at the Presidential Residence, Parliament, government buildings, courts, local administrative offices, border posts, embassies, and consulates. Schools and polling stations are also required to display the flag.
It is used during state visits, national celebrations, official conferences, major public events, and formal ceremonies.
Government vehicles and vehicles used by diplomatic representatives may display small national flags.
2. Civilian Use
Private citizens, companies, and social organizations may display the national flag on buildings and at workplaces. It is widely flown on the Day of the State Flag and National Emblem, observed on the second Sunday of May, as well as on Independence Day and other important national holidays.
The flag may also be displayed during major civilian celebrations, while households may use small tabletop flags on appropriate occasions.
3. Military Use
The Armed Forces display military flags at barracks and military bases. These flags are also used during military parades, exercises, and official military ceremonies. Naval vessels use the appropriate naval ensign.
4. Ceremonial and International Use
Following a major national disaster or the death of an important public figure, flags may be flown at half-mast as a sign of mourning. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. When taking down the flag, it must first be raised to the top before being fully lowered.
At the Olympic Games, international conferences, diplomatic events, and other international occasions, the Belarusian flag is displayed as the national symbol of Belarus.
