Introduction to the National Flag of the Republic of Latvia and Its Uses

I. Basic Introduction to the National Flag

The Latvian national flag is called Latvijas Republikas karogs in Latvian. Its historical origins can be traced back to the 13th century. It was officially adopted as the national flag in 1921, and its legal status was restored and incorporated into the Constitution following Latvia’s restoration of independence in 1990.

Design and Proportions: The rectangular flag consists of three horizontal stripes in carmine red, white, and carmine red. The stripes have a height ratio of 2:1:2, meaning each red stripe is twice as wide as the central white stripe. The flag’s official width-to-length ratio is 1:2. The official colors are Pantone 201 C carmine red and pure white.

Color Symbolism

Carmine Red (Latvian Red): Symbolizes the blood shed in Latvia’s struggle for independence and freedom, representing courage, resistance, and the sacrifices of previous generations.

White: Symbolizes peace, justice, truth, purity, and hope for the Latvian nation.

Main Flag Variants

National and Civil Flag: The standard red-white-red horizontal flag without a coat of arms. It is the basic version used by government institutions and the general public.

II. Main Uses

1. Civil Flag

Private citizens, households, companies, and social organizations may freely display the Civil Flag without prior approval. It is commonly flown on statutory flag days, including Independence Day and Flag Day, as well as at weddings and important family celebrations to express national pride.

Merchant ships and privately owned vessels may use it as an indication of Latvian nationality.

Flag-Flying Customs: The flag is generally raised at sunrise and lowered at sunset. Although private citizens are not subject to mandatory display times, the flag should always be kept clean and in good condition.

Private households may fly the flag at half-mast following the death of a family member.

2. Use by Official Institutions

The national flag is displayed daily at Parliament, government buildings, courts, local administrative offices, border posts, state schools, embassies, and consulates. Schools display the flag during the academic term.

It is also used as a national symbol during state visits, national celebrations, official gatherings, elections, and other formal events.

3. Military Flags

Military flags are displayed at army bases and military barracks, while Latvian naval vessels use the official Naval Ensign. These flags are used during military parades, maritime defence exercises, and official military ceremonies. The standard Civil Flag is not the same as a military flag.

4. Presidential Standard

The Presidential Standard is displayed at the Presidential Residence and on vehicles and vessels used exclusively by the President. It represents the Latvian Head of State.

5. Ceremonial and International Use

Following a major national disaster or the death of an important public figure, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. When taking down the flag, it must first be raised to the top before being fully lowered.

At the Olympic Games, international summits, diplomatic events, and other international occasions, the Latvian flag is displayed as the national symbol of Latvia.
