Introduction to the National Flag of the Republic of Serbia and Its Uses

I. Basic Introduction to the National Flag

The Serbian State Flag is called Државна застава Србије in Serbian. The current flag was introduced in 2006 and formally standardized by law on November 11, 2010. It belongs to the Pan-Slavic tricolor tradition, whose history in Serbia can be traced back to 1835.

Design and Proportions: The rectangular flag has an official width-to-length ratio of 2:3. It consists of three equal horizontal stripes: red at the top, blue in the middle, and white at the bottom. The national coat of arms is positioned toward the hoist and centered vertically, at a distance equal to one-seventh of the flag’s total length from the hoist. It features a crowned white double-headed eagle with a shield bearing the Serbian cross on its chest.

Symbolism of the Colors and Coat of Arms

Red: Symbolizes the blood shed by those who sacrificed their lives for Serbia’s freedom and independence, representing courage and patriotism.

Blue: Represents the sky, rivers, loyalty, freedom, and hope.

White: Symbolizes peace and purity and represents the nation’s aspirations for a better future.

Coat of Arms: The double-headed eagle originates from the Byzantine tradition and represents both secular and ecclesiastical authority. The crown symbolizes national sovereignty. The shield features a cross and four Cyrillic letters “С,” associated with the national motto: “Only Unity Saves the Serbs.”

Main Flag Variants

State Flag: The red-blue-white horizontal tricolor bearing the national coat of arms near the hoist. It is officially used by government bodies and diplomatic institutions.

Civil Flag: A plain red-blue-white tricolor without the national coat of arms. It is used by private citizens and merchant vessels.

Presidential Standard: A specially designed standard reserved for the Presidential Residence and the President’s official travel.

Armed Forces Flags: Special military flags bearing additional military insignia. They are used at military bases, by military units and authorized vessels, and during official military ceremonies. Private use is prohibited.

II. Main Uses

1. Use by Official Institutions

The State Flag bearing the national coat of arms is displayed at the Presidential Residence, Parliament, government buildings, courts, local administrative offices, border posts, embassies, and consulates. Public schools also display the flag during the academic term.

It is used as a symbol of national sovereignty on National Day and other commemorative occasions, as well as during state visits, official ceremonies, and elections.

2. Civilian Use

Private citizens, companies, and social organizations may freely display the Civil Flag without the national coat of arms. It is commonly flown during major national holidays, while small tabletop flags may be used at weddings and other civilian celebrations.

Merchant ships and privately owned vessels may use the Civil Flag without the coat of arms as an indication of Serbian nationality.

Private households may fly the flag at half-mast following the death of a family member.

3. Military Use

Military flags are displayed at army barracks and military bases. The appropriate service flags are used during military parades, exercises, and commemorative ceremonies. The Civil Flag is not the same as a military flag.

4. Presidential Standard

The Presidential Standard is displayed at the Presidential Residence and on official vehicles and vessels used by the President. It represents the Serbian Head of State.

5. Ceremonial and International Use

Following a major national disaster or the death of an important public figure, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. Before taking down the flag, it must first be raised to the top and then fully lowered.

At the Olympic Games, international summits, diplomatic events, sporting competitions, and other international occasions, the Serbian flag is displayed as the national symbol of Serbia.
