Introduction to the National Flag of the Republic of San Marino and Its Uses
I. Basic Introduction to the National Flag
The national flag of San Marino is called Bandiera della Repubblica di San Marino in Italian. Its design was established in 1862 and formally standardized through constitutional legislation on July 22, 2011.
Design and Proportions: The rectangular flag consists of two equal horizontal stripes, white at the top and light blue at the bottom. The complete coat of arms of San Marino is positioned at the center. Its official width-to-length ratio is 3:4, although a 2:3 version may be used at international sporting events and for diplomatic purposes.
Symbolism of the Colors and Coat of Arms
White: Symbolizes peace and purity and represents San Marino’s longstanding tradition of neutrality.
Light Blue: Represents freedom and the sky above Mount Titano.
Coat of Arms: The three towers on the shield represent the historic fortresses of Guaita, Cesta, and Montale on Mount Titano. The feathers above the towers symbolize justice, while the crown above the shield represents national sovereignty. The oak branch symbolizes strength, and the laurel branch represents glory. The ribbon below bears the national motto Libertas, meaning “Freedom,” which expresses the founding spirit of San Marino.
Main Flag Variants
State Flag: The official white-and-light-blue horizontal bicolor bearing the national coat of arms. It is used by government institutions and on formal diplomatic occasions.
Civil Flag: A plain white-and-light-blue horizontal bicolor without the national coat of arms. It is used by private citizens and merchant vessels.
Castello Flags: The nine administrative districts, known as castelli, use local flags featuring their respective coats of arms on blue-and-white backgrounds. These flags are displayed at municipal buildings.

II. Main Uses
1. Use by Official Institutions
The State Flag bearing the national coat of arms is displayed at government buildings, Parliament, courts, public institutions, and diplomatic missions abroad. Public schools also display the flag during the academic term.
It is used as a symbol of national sovereignty on the Feast of San Marino and the Foundation of the Republic on September 3, as well as during national commemorations, state receptions, official ceremonies, and elections.
2. Civilian Use
Private citizens, companies, and social organizations may fly or display the national flag. It is widely displayed during the national celebration on September 3, while small tabletop flags may be used at weddings and other civilian celebrations.
Merchant ships and privately owned vessels may use the Civil Flag without the national coat of arms as an indication of Sammarinese nationality.
Private households may fly the flag at half-mast following the death of a family member.
3. Ceremonial and International Use
Following a major national disaster or the death of an important public figure, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. Before taking down the flag, it must first be raised to the top and then fully lowered.
At the Olympic Games, international conferences, diplomatic events, and other international occasions, the flag is displayed as the national symbol of San Marino.
