I. Basic Introduction to the National Flag
The Russian national flag is called Флаг Российской Федерации in Russian. The current tricolor was officially adopted in 1991 and legally confirmed by a federal constitutional law in 2000.
Design and Proportions: The rectangular flag consists of three equal horizontal stripes: white at the top, blue in the middle, and red at the bottom. Its official width-to-length ratio is 2:3.
Color Symbolism
White: Symbolizes peace, purity, nobility, and honesty.
Blue: Represents loyalty and faith and also symbolizes the rivers and lakes throughout the country.
Red: Symbolizes courage, strength, and sacrifice, honoring the blood and sacrifices of previous generations.
Main Flag Variants
Federal Civil and State Flag: The standard white-blue-red horizontal tricolor without the national coat of arms. It is the most widely used version.
Presidential Standard: Features the Russian double-headed eagle coat of arms at the center of the tricolor and is reserved exclusively for the President of the Russian Federation.
Armed Forces Colors: Special military flags distinct from the civilian national flag. They are used at military bases and during official military ceremonies.
II. Main Uses
1. Use by Official Institutions
The national flag is displayed daily at the Federal Assembly, government buildings, courts, regional and local administrative offices, border posts, Russian embassies, and consulates. Primary schools, secondary schools, universities, and other educational institutions display the flag during the academic term.
It is used as a national symbol during state celebrations, state visits, major official conferences, elections, and other formal ceremonies.
2. Civilian Use
Private citizens, companies, and social organizations may fly or display the national flag. It is widely displayed on important national holidays such as Russia Day and Victory Day.
Small flags and flag-themed signs may also be used during civilian celebrations.
3. Military Use
Russian naval vessels use the St. Andrew’s Flag as their naval ensign, while the Army and other military units use their respective Armed Forces colors. The appropriate military flags are displayed during military parades, exercises, and official military ceremonies. The standard civilian tricolor is not the same as a military flag.
4. Ceremonial and International Use
Following a major national disaster or the death of an important public figure, flags may be flown at half-mast nationwide. The correct procedure is to raise the flag fully to the top of the pole before lowering it to a position approximately one-third of the way down. Before taking down the flag, it must first be raised to the top and then fully lowered.
At the Olympic Games, international summits, sporting events, diplomatic occasions, and other international events, the flag is displayed as the national symbol of the Russian Federation.
